personally i liked the vengeance as it was before this test, having 0 gear bonuses and everyone standardized, nobody felt "mega OP" and there were no toxic elements like ball groups, bombers, etc
i think this round of vengeance testing wont appeal to anyone, since its still a watered down version of GH, but at the same time is adding back in all of the toxic elements of cyro that people liked about vengeance lol
this round of vengeance is going to be plagued by a dot meta, a burst meta, or bomber meta most likely

The best Vengeance was the first Vengeance test where it was routinely maxed at 3 bars and there were fights involving 300+ people at every turn. But the reality is that the population was only high that one test because players gave it a legitimate try and found they didn't like it, AND Zos provided golden pursuits that forced PVE players into Vengeance to give it a try as well. In future tests, many players concluded they didn't like it and they chose not to play, hence far less population in Vengeance.
Vengeance only works if the populations are popping, and as Zos has added in new things to try to make it more appealing, the population has stayed low and stagnant.
I think its just time to concede that while players are all for a ground-up rebuild of Cyrodil, this is not the direction they want Zos to go in.

This crowd is generally more of the casual players and newer PvPers who don't want to spend hours buildcrafting and grinding gear for a specific meta built that will become obsolete next patch cycle. Some of these players are also there so they don't have to deal with the ballgroups farming entire factions with proc sets like Vicious Death and Rush of Agony etc etc.
Then you have players who dislike Vengeance because they enjoy build crafting and the general diversity.
By introducing proc-sets, it looks like neither side is going to be happy.
If this is just performance testing, we already did this years ago with no-proc Grey Host.
