Is the Alessian Rebel Arm Cops style page dropping?

There are 7 of these style pages. 3 drop in the Auridon dynamic encounter, 2 in Stonefalls, 2 in Glenumbra. One of the 3 in Auridon is the Arm Cops.

I just went around to guild traders trying to get all the pages, and I found tons of most pages, but zero of the Arm Cops. Has anyone gotten this one yet? Is it bugged?

They must be more rare than the others because I saw them listed for much higher prices in guild traders than the other pages.

So much for RNG.
