The Long Game (High Isle) cannot be completed

In The Long Game, when you awaken from being knocked out by the mercenary captain, Marcelle is taunting you through the bars and you need to speak with her to advance the quest, but her dialogue prompt does not appear. Valentyn's dialogue prompt is active in a wide radius around him, but it is impossible to get the interaction to speak to Marcelle no matter how I manoeuvre my character.

I logged in and out but to no avail, and there were a couple other players in there with me who were having the same problem. As is, the quest cannot be completed.

I did make a bug report in game as well with /bug, but figured I'd post here for added visibility.

The quest is hazy. It was a while back for me. Just in case you haven't tried:

Given my recent experience with the bugged gate for the Thieves Guild quest, as well as having to understand the game camera for a small project I did, have you tried moving the reticle very slowly (as few pixels as possible)?

Also, If Valentyn's interaction box is interfering with Marcelle how are they positioned? Is it possible to have your back to one of them - as in your character is turned away? Sometimes that can help with bugged interactions.

Try the above while also getting the crosshairs just on Marcelle but on the side furthest away from Valentyn.

Try the 1st and 3rd both 1st and 3rd person.

Valentyn and Marcelle are on opposite sides of the bars, facing each other, and the player is on the same side of the bars as Valentyn. She is closer to the bars than he is. I positioned myself as close to the bars as I can get, a good few feet in front of Valentyn (my back to him), but nothing. Tried changing perspective and moving the reticle slowly and minutely, but even though it is between the bars and directly on top of Marcelle her dialogue prompt doesn't appear, and sometimes his still does.

I was able to complete this quest at High Isle's launch, so it seems that some update has changed something along the way.

I've noticed generally that the interact distance seems to have been reduced. This started around the Night Market, when people were complaining about markers for objects you had to collect by interacting with them not showing up until you were right on top of them. But I've had frustrations many times since then when I've had to get right next to something to get the interact prompt to show up at all.

The game was always a bit wonky with selecting the correct person to talk to when you had two close together, or someone close to an interactable object, but this seems to be much more common in the last while. I don't remember seeing anything about this in any patch notes, but I am definitely curious to know if something did actually change.

Update: I went back again today and the interact prompt appeared fine. Not sure if it was touched at all in the patch (if so, it isn't mentioned in the natch potes), but I was able to progress and complete the quest.
