...or if one bugs out, enter Cyrodiil or the imperial city and then leave again; this will drop you into a different instance with a different running counter, so you might get lucky...

You should also be able to enter a housing preview and leave (it doesn't port you to the house).

If you're farming one Dynamic Encounter, as soon as it ends, port to a different version of the instance, any one. The chances that you get one where it has also just ended are very slim, so the chance that you'll get to one with less of a wait is almost guaranteed.

Not sure if PVP players appreciate when PVE players use Cyro as a PVE reset, taking up already limited server resources and instance slots.

I don't think Cyrodiil is very handy for that, since you must use a wayshrine to leave. It would probably be better to go to the Imperial City, then leave, as that works like previewing a home-- it drops you back to wherever you were before you queued. You might end up in the same instance, but you could just repeat as often as needed until you find a different instance.

This will only work if the instance you are in closes behind you when you leave.

Personally, if I travel to another zone and come back, I always drop back into the same instance that I came from. I am always in the exact same instance of Vvardenfell whenever I go there, to the point where I recognise the other player @ names around me.

If I want to get into another instance for timer purposes, I need to port to a guildie who is already in the zone - and keep porting to different guildies until I find one who is in a different version of the zone.

Doesn't matter, ZOS will appreciate it when it inflates participation metrics for Vengeance.
