NPC voices next to Favor Outposts, but no one there

I'm usually listening some NPC voices close to Favor outposts but when you try to find it, there is no one around. A Khajiit in Auridon and what it seems Dark Elf in Stonefalls. I'm trying to figure out if it's a bug or something else.

    The NPC voices ask me to talk to them but can't find any NPC.

    Do you mean the voice that talks about you having "a hunger," or something else?

    It's probably not precisely intended behavior, but the NPC is mostly working as intended. The NPCs are for the Vampirism or Lycanthropy starter quests in the first alliance zones and they will point you to the appropriate shrine (Hircine or Lamae Bal) in that zone.

    For Aldcroft, draw an imaginary line from the Fighters Guild through the stable, and the NPC is behind the first building that line hits. Their "tout" radius (the range at which their quest announcement can be heard) is pretty much all of Aldcroft, including the docks.

    For Ebonheart, they are next to the building behind the Freerunner board and can be heard at least as far away as the Fighters Guild.

    I forget where the one in Skywatch is (EDIT: she's at the bottom of the stairs leading up to Skywatch Manor), but it's a similar situation of them probably being heard from farther away than intended.

    All my chatacters are already werewolves, this should not suppose to happen if the toon is already WW or Vampire

    Cannot help with "should not," but the NPCs are there with the blue repeatable quest markers over their heads, including for my vampire characters who can't do them because they're already vampires and can't become werewolves until the vampirism is removed. I suspect that those conditions were not checked before displaying the markers and playing the audio, but only ZOS knows for certain.

    This is just like the ginormous radius for bards causing the game music to go away when you aren’t even near them. Same for other players using musical emotes.
