Especially for a limited time event like the High Seas one, it would be useless to start the advertising when the event starts because by the time word gets out to people who aren't already active in game it would be almost over.
They wouldn't say it directly but they might also want to counter the rumours that after the mess Microsoft made of things the game is in maintenance mode or even being shut down, by advertising that there's not only new stuff now but an on-going schedule of new releases.

EDIT: btw, nothing wrong with this. I am happy they showcase the game at the XBOX yearly event. Actually I am sad last time we got it represented at The Game Awards was in 2019 to announce the return to Skyrim with Greymoor.
