He feels very underdeveloped unfortunately IMO, I never got his motivation or anything apart from "He exists so the plot can exist"

I'm not sure how explicitly it was stated before you got to the final showdown with him, but the items in (and on the way to) the Nowhere Vault had/have powers that would have greatly assist a mastermind criminal in pursuit of power and wealth. It's rare for a major villain to have a different overriding motivation from that (although there are examples throughout ES lore)
