Dynamic encounters cooldowns and instances

People say the cooldowns are 30mins; is this instance based i assume? What has happened a couple times now is that (always with vampire hunt) i did the encounter, then got pulled into a dungeon which took way less than 30mins to complete (half that) and when i got dropped out of the dungeon afterwards, an other dynamic encounter in the same zone was just starting...is that because i got dropped out into a different instance of the server and the cooldowns are therefore instance based?

    the timers are per instance

    and what ive seen on the timers is roughly 30 min, ive seen some reports that its slightly less, which would potentially make it not always start on top and bottom of the hour

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them

    The sad part is if you known it just ended and you queue for a dungeon or bg, when that activity ends, you might be ported to a different instance with a different schedule with no idea how long you have to wait.

    This has been mentioned before in other threads, a timer similar to what we had for the District Skirmishes in the Night Market would be much appreciated.

    I get the design choice of making Dynamic Encounters something one 'stumbles upon' rather that something one 'actively farms' alas the reality is that this, like any other content, is going to be actively farmed specially if they plan to extend upon the system.
