these would be much more fun if they had harder fights, took longer but you can see them from everywhere in the world so players flock to this event for example to defeat a big wave of enemies followed by a big boss or something

Honestly, 30 mintues or so cooldown is ridiculous in any game

Dynamic Encounters are permanent. They say when something is temporary because of being experimental and/or an Event.
