Seline Not Appearing in Daggerfall Bank Vault?

Down in the lower level of the Daggerfall Bank, I cannot get Seline Menant to appear. I've relogged, restarted the game, etc, all multiple times. It seems impossible to advance the quests without her there.

✭✭Is this the part in the end of the key vault where we have to talk to her while she's up on the balcony overlooking the room? Took me a bit to realize she was up there.0 -
