Billed for transmute stones that I can't get due to already being at limit, why?

Why did ZOS bill me for transmute stones that I didn't purchase because I'm already at capacity for transmute stones. ZOS billed me for something they didn't deliver. At least let us go over the cap if this is what they're going to do.
I knew this was probably going to happen, but still pretty unhappy about it.
This seasons thing is far from worked out as far as I can tell.
