That's what I gathered from reading all the posts about it. Someone correct me if I'm wrong.

Yeah, that was pretty much my understanding, too. Getting the first leads wasn't too difficult, but it was a bit grindy since there always seem to be one or maybe two which don't drop quickly/easily, but it was the codex stuff where people would grind for months and still not be able to get 3/3 or whatever on all of them. I was pleasantly surprised at how quickly numbers 2 and 3 dropped for Shattered Paths, so I'm hoping that the rest are going to be more in line with that. Still waiting on that last piece of the Daedric Enchanting Station from Atoll of Immolation and that's been close to five years for the first lead (transparency: absolutely not grinding that; just an every now and then attempt).

West Weald and Solstice were significantly easier to find all the non-map leads than the previous few chapters. I think that's what they're referring to.
I've completely finished non-map leads for all but 1 antiquity in WW/Solstice, and that's just because I hate slogging through Maelstrom Arena and haven't put much time into it... In the meantime, I'm STILL grinding away leads in High Isle, Telvanni Peninisula, and Apocrypha.
well i have definitely gotten more Z'en idols in Blackwood than Dwarven Star Chart in Stros M'kai or Font of Auri-El in Western Skyrim.
i still need to find those last 2 a second time, their drop chance is horrendous like dlc Treasure Map leads.
it seems like a good change to me.
i do agree that Mythic leads also need a higher drop rate though
