Anyone figure out the breakdown with health? Is it 200 weapon/spell for each 10% missing health? Or does it not start scaling until 50% or 25% health? I wanted to change out using the Templar's Burning Light and Balanced Warrior for what seems like a crazy amount of weapon/spell damage, but ended up keeping my character subclassed, because it didn't seem to work?

It didn't work because of a few things:
Regarding Templar:
1. Doesn't have any skills that actually scale well with WD/SD. The skills that do are all outside of the class and located in subclassed skill lines.
2. Templar loses the ability to have higher uptime on basic buffs if you get rid of subclassing
3. Templar skills aren't really worth slotting. Again, goes back to (1). The masteries do not take into account what you have to give up to be a pure templar.
Regarding NB:
1. Similar problem with templar except the opposite problem: skills aren't actually reliable. What is meant by that? Well the range is bad, they're dodgeable, and they are not really great to cancel with outside of the ult. What it means is that the skills are actually looking strong on paper with passives, but then you can't actually...you know... execute damage with the skills because a majority of them are bad outside of one skill line. And that skill line has mostly dodge able skills.
2. NB defensive masteries fail because the class' defense isn't actually utilized in the design of it. Just making the class about flat damage and cloak isn't cutting it when flexibility, buff uptimes, and variation in skill damage and timing is what makes a powerful build in PvP right now. Oh and status effects. The masteries simply do not take into account the current state of the game.
