Changing Difficulty Not Adjusting XP bug

So I’m doing dragons and I realized that the Xp gains aren’t changing.
Adventurer - 26.6k per kill
Vestige is the same gain.

Is anyone else noticing that changing the difficulty isn’t changing the XP gains?

    After some testing on Giants, I'm getting increased exp between Adventurer, Seasoned, and Master.

    Marius Vastino: Sarah's Imperial apathetic sire who likes to monologue
    Lirawyn Calatare: Traveling performer and bard who's 101% vanilla bean
    Soliril Larethian: Blind alchemist who uses animals to see and brews plagues in his spare time

    Unscientific test, this was just glancing at the xp gain on my screen after killing the dragon:

    Vestige
    28.1k
    27.9k
    29.1k

    Adventurer
    27.2k
    26.9k
    27.5k

    I then tried killing some regular enemies nearby on different difficulties. Regular enemies seem to grant increased XP on the higher difficulties as expected, but the dragons in Elsweyr do not appear to.

    edit: oh, are they counted as incursions and not a monster kill or something? that might be it idk
