Can't start "Anchors from the Harbor"

My main started on launch day and did every quest in several territories, but now I am trying to do "Anchors from the Harbor" and I've been to various Fighter's Guilds, Wayrest, Daggerfall, even Auridon, but there's no "Sees-all-colors" to talk to, and the alternate lady, Bera, is also not there. So how can i do this? Does it show up in my Journal in another area? I've looked in Glenumbra, done every quest there, but it's not there, either.
Please help.

I know she 'should' be, but she's not. I even went to Vulkhel Guard. He's Breton, I went to the one in Wayrest. I went to Daggerfall. Sh'es not there.0 -

✭✭✭✭✭Wayrest isn't mentioned as one. Did you try Davon's Watch?
And as @LootAllTheStuff said, it's your Character's Alliance that matters. Their race doesn't matter.

Breton has nothing to do with it, and Wayrest is not one of the listed cities.
Your Alliance is what matters. What Alliance is the character? Aldmeri Dominion, Daggerfall Covenant or Ebonheart Pact?
Go to the city that is listed for your Alliance.

✭✭✭✭As LootAllTheStuff said are you positive you haven't done the Fighter's Guild questline already?
With a Launch Day character it's hard to see how you wouldn't have at least started it back then, it was at the time one of the main stories.
Just to be sure if you go to your Journal > Achievements > Character > Guilds, any parts of the Fighter's Guild you have completed will show up there,
It's possible you started it and at some point abandoned one of the quests to make room in your quest list!
Back then the quest was locked behind level locked zones, so if you did start it, depending on how far you got might alter where you need to look for the appropriate quest giver.When people say to me........

I completed the Vulkhul Guard invitation quest on my newest character who is an Aldmeri Dominion and now Bera Moorsmith is outside the guild hall and gives me a quest to go inside and talk to Sees-All-Colors, who is inside at the back of the room.
Aldmeri Dominion - Pick up Aicessar's Invitation in the Vulkhul Guard Fighter's Guild in Auridon
Daggerfall Covenant - PIck up Basile's Invitation in the Daggerfall Fighter's Guild in Glenumbra
Ebonheart Pact - Pick up Hilan's Invitation in the Devon's Watch Fighter's Guild in StonefallsPCNA0 -

First he is Daggerfal Alliance(which is where I checked first)
Second: yes he completed it, but this quest "Anchors from the Harbor" doesn't show in his compelted quests.0 -

It shows completed there. I was looking for this quest, because you need it for the "Formager" quest line, but this just seems to lead nowhere.
Okay, I finally figured it out. With a little help from AI, the questline "Madness Comes to Wayrest," which all the others are supposed to be prerequisits for, is not available "yet." So I spent all day running around trying to find this "Plunder King" who isn't in the game yet. I'm totally frustrated.
