No, the guy I know only demonstrated it for the video. He was an end-game player and didn't want this affecting trials and such. It was a WW damage bug, and in the video he killed the first boss of Spindleclutch in roughly 5 seconds. It was a solo instance too. He sent the video to ZOS detailing the bug and they immediately banned him.

And don't be an idiot, in WOW it was some guy who got an weapon from an GM because he did not get it in an dungeon?
Now that is some level of service. But he did not get the dungeon weapon but an instant kill DM weapon. For some reason they was not bound?
Well he did not really need it so he gave it to an friend who then used to clear an newly released raid as the first doing so with an unknown guild and did it very fast, and somehow assumed they would get away with it, they did not group was permabanned.
