Well, there was a time this set was used for Take Flight bombing by a DC ballgroup. But, by that time, I was already an on and off player. So, never paid attention to what happened to the set except that ZOS 'changed' how it worked. The issue of inconsistent interaction likely to be stemming from that. Or... they did not tag the skills properly with appropriate tags to work with the set.
Your focus is off. It's not the set, it's the skill.
The damage from Crux consumption isn't a multiplier, it's additional damage. The tooltip on the skill makes it clear the Crux consumption is applied to the base damage.

When I play games, I always have to find out how everything interacts. Games that can't keep consistent rules tend to annoy me to the point I don't play them, just because I feel I'm wasting my time. I've been theory crafting again because of the new update 50 class masteries. I might as well just throw some generic spell damage and crit set and forget about being creative. Of course I'm used to ARPG's like Path of Exile where builds are very very customizable and unique.

You'd be surprised how much more sets are "viable" than you hear thanks to how broken some interactions are. But that's precisely why in PvP I just fire siege.

If that's true, these devs are crazy. You'd only know what 33% of a hit is if you multiply the base damage. You'd still need to use multiplication to find 33%, 66%, 99% from the corresponding crux consumed. If you "just add some damage" to the skill, how'd you figure out what 33% additional damage was? lol
