Your general point about how additive vs multiplicative works is correct, but no one uses Velothi on a HA build, since it reduces HA to 1%. The most common use cases, oakensoul and voidmantle, both come with other even stronger buffs which make the difference even smaller.Previously:
Deadly Strike + Master-At-Arms + Velothi + Empower = (1 + 0.15 + 0.06) x 1.15 x 1.70 = 2.37 damage increase
Now:
Deadly Strike + Master-At-Arms + Velothi + Empower = 1 + 0.15 + 0.06 + 0.15 + 1.50 = 2.86 damage increase
As more damage modifiers are added, the difference between the previous calculation and now lessens until it's roughly the same. Without the huge buff to empower it would be a massive damage reduction for heavy attacks.
