Sustain by Suffering doesn't trigger with Signet of Shattered paths

Title says pretty much all of it. That star in the Red branch provides sustain when you are under negative effect. Signet of shattered paths rewards you with Minor timidity which is a negative effect. But you don't get sustain from the star. It is a bug or it is wrong description in best case.

    My first thought is that this is similar to how direct damage done by proc sets doesn’t proc heals from Reaving Blows.

    I think that proc sets are usually understood as things that do work temporarily. This ring is not a proc set, it gives a permanent effect of minor timidity that is on you even outside of combat.

    I think that proc sets are usually understood as things that do work temporarily. This ring is not a proc set, it gives a permanent effect of minor timidity that is on you even outside of combat.

    That's not how ZOS defines the term proc or identifies a proc set, though. They outlined how they use the term during the proc set test in Cyrodiil in early 2021. They use it as short for "process", which is a net so broad that the strict no-proc ruleset implemented for much of that year left literally only 19 fully functional sets for Cyro. (See the link for the list.) Anything that granted any named buff was explicitly included in the proc net and disabled, even though some of these sets provide named buffs as long as you wear them.

    For example, Mighty Chudan's and Slimecraw's second pieces were intentionally disabled along with other proc sets, despite their named buffs not being temporary or contingent on anything except having both set pieces on. Had Shattered Paths Signet existed during Blackwood, it also would have been disabled according to the strict no-procs ruleset. (ZOS then chose to add selected proc sets back into no-proc rulesets on a case-by-case basis to allow for build variety, particularly ones that did not allow for high burst. But that doesn't change ZOS's internal definition of a proc. If that has changed, they haven't said anything to that effect.)

    That's why I'm wondering if other proc sets (by ZOS's definition) also don't count towards Sustained by Suffering. That would help show if ZOS considers these subject to the rule. They do have exceptions, like how proc sets proc their associated status effects despite the fact that the reverse is not true: (non-guaranteed) status effects follow the core rule and don't proc proc sets. So it's fair to wonder if Shattered Paths is or should be an exception, but for now it seems to squarely fit ZOS's definition of a proc.

    Procs cannot trigger other procs.

    In this case, the debuff from Shattered is a proc.
