Veterancy UI - how to move between ranks?

Zone chat is claiming i should see arrows to my left and my right on the veterancy UI to move between the different ranks. I see no such arrows. I am using keyboard/mouse. I am using the game's UI. Help?fhdl5qanx529.png

    Should clarify I have reloaded UI several times, and this is on PC NA.
