Started the initial quest on one of my characters, and decided that I'd want to start the new Daggerfall questline, so I abandoned it.

Quen now no longer spawns in any Outlaws Refuge, even when relogging, or picking up the quest from the Stories DLC tab. It just points to an empty spot.

I also cannot accept the Daggerfall Thieves Guild Quest on this character either, clicking Accept Quest does nothing.

The Thieves Guild Questlines have now been bricked on this character.

I also cannot accept the Daggerfall Thieves Guild quest on other characters as well, ones that have not performed any Thieves Guild activities at all.

Accepting the Hew's Bane Thieves Guild Quest also points to empty spots in the Outlaw's Refuges (at least in Vulkhel Guard).

Quen Does still spawn in Hew's Bane, but only near the Wayshrine, and for the First Chapter.

I don't know if she has an Overland location to spawn for the Daggerfall Thieves Guild Chapter or not. Maybe she's only able to spawn Overland.

I really don't understand how this wasn't caught from basic QA testing.
