The urns in Necrom Underways keep randomly unlootable.

Been levelling an alt for Legerdemain/Thieves guild, and the urns in Necrom Underways started resetting sometimes after U49. I'm not talking about the gradual decay of loot, but the urns completely become unlootable. In the whole room, boom - gone. Sometimes this happens only after a few urns, sometimes after a dozen. Rarely I've been able to actually loot the whole room. This is really annoying and it delays the progress of levelling the skill lines, which is already very tedious.

In my experience looting enough containers within a specific time period, regardless of zone, makes all containers empty for a cooldown period. I can’t get through a whole instance of the PD in Blackreach without it triggering, there are so many there.

In the cases where you noticed it happen after only a few in Necrom Underways, had you been looting containers elsewhere first? And when you loot, are you emptying the urns? Does it happen (as quickly) if you only partially loot them?

I experienced something somewhat similar today. It was definitely not a case of cooldown, because I hadn't logged on for well over 24 hours - unless it was a lagging cooldown from the previous session a couple of days ago? But I logged on today, went to Blackwood, decided to loot a house, and most of the containers in there were empty. Not all, but about 2/3 of them.

I can go into my stealth build, loot every container in Necrom city in under 10 minutes, and I've never seen all containers suddenly become empty.

That is of course stealing, but containers should* be containers regardless of legal status, as it's only an owenrship flag.

*I say should because it may be there could be different code for non-owned containers rather than just a flag.

I've seen it happen. It's rare, and I never fully determined what triggers it. I'd seen various theories posted across the webz when I searched the subject in the past, but none of them seemed to 100% fit the conditions the few occasions I managed to experience it. But in each case I'd been farming a lot. And by a lot, I mean obscenely longer than any rational player would find reasonable. Likely an anti farming measure. But I have no reference material to back up such a claim.

Suddenly every urn becomes empty, or at most contains 1 ash. Not just a majority, but all of them. Everywhere. At which point I'd just move on to the next character in line and begin anew. The issue only clearing after the next daily refresh.

[edit] Interestingly enough, I've seen it happen with "empty pockets" as well. All freshly spawned pickable npcs will have empty pockets for me, while others will have no issue in the same zone.

Necrom seems to be different, I guess because it is overland and not instanced. You can loot containers from one instanced area and go to another and those are empty.

Slightly off-topic, but related. Glenumbra got a rework for U50 and the Lydia and Hotspur got changed. The interior containers will not be "steal" anymore outside of the two Thieves Troves, so anyone using those to farm stuff to fence for Legerdemain will lose that source. Exterior containers remain "steal" rather than "loot."
I'm fresh out of outrage, but I could muster up some amused annoyance if required.

No, haven't looted anything else. I log onto that character every few days or so - so excessive farming isn't the issue. I used to do it daily on most characters, when Necrom first launched and this never happened. This only started to happen around U49, like stated before. All the urns just empty themselves without any clear reason why.
