Night Market Bug - Free the Caged

Several times now, I have been unable to find the blue quest pointer for this quest. As far as I know-- and also as shown on a game maps website-- there are three possible bulletin boards where this quest can appear. On multiple occasions I have run back and forth between all three of these bulletin boards and stood beside each one for several seconds, but the quest pointer will not appear at any of them, even after checking at each one three or more times. Sometimes the pointer eventually appears at one of them, but sometimes it seems that the only way to get it to appear is to try to travel to a different instance.

The district quests randomly activate, so instance fishing my be the thing you need to do for that.

Another thing is that players are only allowed to have a max of 5 (iirc) district quests active at any one time. If you're running around and doing a bunch, you won't get new ones to spawn until you turn in some of them.

That might be what was going on, then, because I may well have had an unfinished quest from one of the other districts. I try to complete the district quests after picking them up, but occasionally I end up with an unfinished quest or two from Sorrow's Friend or Skittering, and if I've already completed Dorfifar's quest and at least one of the faction quests then I might log out before finishing the rest. The Parch quests are the ones I always finish, since that's my favorite district and I find those quests to be easiest to complete. Thank you for solving this!
