Throwing this out for whatever it might be worth (mostly because it's been a very long time since I had characters with crafting levels that low and didn't catchit), but the tooltip description for Potency Improvement 3 in the skill screen says that Rank 3 allows making glyphs of Level 20-35, but the Potency Runes for Levels 30 and 35 require Potency Improvement 4. Potency Improvement 4, OTOH, says that it allows making glyphs of Level 30-45, so there seems to be a couple of levels of overlap between those two and only one can be correct.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.

    All sub-CP potencies overlap.

    Potency Improvement I: Allows the use of Jora, Porade, Jode and Notade Potency Runestones to make Glyphs of levels 1-15
    Potency Improvement II: Allows the use of Jera, Jejora, Ode and Tade Potency Runestones to make Glyphs of levels 10-25
    Potency Improvement III: Allows the use of Odra, Pojora, Jayde and Edode Potency Runestones to make Glyphs of levels 20-35
    Potency Improvement IV: Allows the use of Edora, Jaera, Pojode, and Rekude Potency Runestones to make Glyphs of levels 30-45
    Potency Improvement V: Allows the use of Pora, Denara, Hade and Idode Potency Runestones to make Glyphs from level 40 to Champion 30

    It's by design to allow some flexibility in glyph creation as you level up.

    Except that it doesn't do that. Edora and Pojode (Level 30) and Jaera and Rekude (Level 35) can't be used until Potency Improvement IV. The tooltip says they can be used at III (because Levels 30 and 35), but the skill point requirements say they can't.
