The same rule applies here IMHO. If someone whispers guild info to me and invites me, and I decline and ask them to stop sending me invites, but they keep refusing to respect my decision, then they have crossed a line, will get reported, and might get banned. It is as simple as that, end of story.
But did you read the whole post? The OP didn't say they got another invite after asking them to stop, the OP said the person responded say no you're not my mum. It's just a petty argument that's been blown up to get someone banned or whatever, People need to stop being so offended by every little thing. At this point they might as well remove chat all together from the game just in case some gets emotional.

First you said that a "sorry for bothering you" would have been the end if it. Now you claim that you are just reporting because it has been suggested by ZOS in another thread.

It sounds like the same guild. And it seems they are doing this at multiple locations so they could have multiple members doing this.
I do find something wrong with their method because it is very much like what the other guild was doing which caused a lot of distress in the community.
Ahha, what a shame. I empathize because it's hard to get a new guild off the ground but already showing so much unprofessionalism is yikes. But yeah, fair, if it became commonplace for people to dm then that could get very obtrusive very fast. I did wonder since I haven't been messaged again since if they were using a similar method as [the other guild we vague about].

Let's be honest: You hit the report button, because someone had the audacity to talk back, question your "authority" and refused to roll over. That's what hurt your ego, so you decided to teach them a lesson by reporting them and of course start a thread on the forum, telling ZOS that you have opened a ticket.(wohoo!)
As some people have pointed out, you can just ignore those spammers and there is even an add on available to you that completely shuts down all invites. But creating drama is more important than pragmatic solutions.

You also have a solution that doesn't require contacting the devs for help - blocking. A feature they added so we can use it all on our own.
Still, this is a story about pre-emptive reporting. She said repeatedly that she wasn't in fact invited again (I'm not sure why she would be, who would want to add someone to their guild after a conflict before they even joined?) She reported in case it happens again in the future - but it didn't happen.
I question the devs instructions to report people for sending guild invites. To me it just adds to an unwelcoming environment if the moderation team reaches out to players to ask why they are guild recruiting in a way that happens regularly in other MMOs but apparently is not allowed here. I understood wanting help removing bots, but this was a live player behind the screen.

Well I would appreciate clarification if they wanted reports specifically in regards to that one guild that had long threads about it, or if they want reports every single time a guild invite is sent by ANY guild, even brand new ones that aren't around 10 years.
If their policy is that they want these reports, and then will contact guild recruiters to reprimand them - I'd suggest this would come across as pretty unwelcoming to people just trying to build a community in game. And if so, then yes they should just add the toggle rather than create a game culture where players constantly report each other and escalate conflict.
As the group of guilds that caused all the grief and harassment in the first place seems to have stopped their original bot-based recruitment, we can assume that they will be looking at other recruitment methods.
