I think based on how large the other thread(s) were about this same issue, they are probably aware of the request for an auto-decline guild invite toggle. I also think it would be helpful and like others said could work like the duel toggle.
Some guilds trying to get off the ground may be a bit more aggressive than I personally like, but I would not report someone trying to grow their membership as long as it's an actual person, which it seems this one was.
There is a lot of this behavior in FFXIV, and in fact it's how I joined the guild I have been in there for 3 years now. Most people don't stick, but some do - so sometimes it's worth the attempt to get to meet people. Some players may not even know how to join guilds so this tactic sometimes works out.

If this player would have responded with something like "Sorry to have bothered you" that would have been the end of it and I would have just let it go. But they immediately got hostile and I was not going to be subjected to these invites every time I go to do my daily writs.

When I get unsolicitied requests, typically a simple "no thank you" ends the entire interaction. If not, ignoring it and blocking usually is enough too.

Isn't spamming in chat against the code of conduct though? I think that would make whispered guild invites against the rules, wouldn't it?

I don't think whispering people one message constitutes spamming in the ways I've seen MMO's have rules against it. I think that refers to repeating the same message quickly over and over again.

I'm really surprised they haven't. I see nothing negative that could come from it so why isn't it a thing yet?

There is nothing debatable about tbagging in ESO. It has been confirmed over and over that if you tbag someone and they ask you to stop, and you ignore their request and continue bothering them, then you are very much at risk of getting banned. Different games, different rules.
