ZOS Indifference to PvP - Yet Another Close Cyrodiil Campaign Ruined Due To A STUCK Scroll

It was bad enough ZOS ruined a previous extremely close 3-way campaign in Cyrodiil with a Vengeance Only update (only a day or two was left in Gray Host), but now the current Cyrodiil campaign has been ruined as well. The DC Ni-Mohk scroll has been STUCK in the AD Farragut Keep for days, so of course DC has slipped behind the other two factions in what was an extremely close finish (despite no proper low population handicap system).
Why has this STUCK scroll not been fixed yet?
How could such a foundational system be bugged in a 12 year old game in the first place?

Dyngrin✭✭✭So ZOS, DC has Farragut at this moment, are you going to UN-STUCK our DC scroll?
Even if it requires you to bring down the server briefly you should. I, and most of the DC PvP players, DO NOT enjoy playing for weeks to win the campaign only to lose it due to ZOS INCOMPETENCE!

Kickimanjaro✭✭✭✭This is an instance where intervention from a Game Master or whatever (only ever read about them in load screens, not sure if a real thing) should be expected.
Benefiting from this bug feels bad.
From a defender's point of view, it appears to be placed on the platform but without the pretty light effect that usually surrounds scrolls. When I stealth near it I am constantly detected, which I don't remember happening normally.
How long has it been stuck?
