How do you complete this on a second character? Or do I just need to drop it if it is not able to be finished?

I got it in the Store, but the indicated NPC won't take it. I am already in a faction and was when I got it.

Most other store quests either give you something for finishing them again or won't let you take them again.

I think it's a one-and-done thing ...well, until the Night Market reappears and you can choose a different faction.

I thought so, but took it when it let me in the Crown Store.

I think it turns out this is bugged and I need to just drop it per the post with notes on the current problems.

I think you can only do it once, but I also had a problem with the crown store version on my first character. I picked the quest up from there and it told me to talk to the Curator in Fargrave (who had apparently already contacted me, I assume that's the step I skipped by not finding the quest in the world) and then got stuck in a loop.

After I talked to the Curator (between the Nightmarket entrance and the wayshrine) the quest still said to talk to him and none of his dialogue options progressed it. At that point someone told me to abandon the quest, which I did, and I was able to immediately pick it up again by talking to him, and that version progressed to the next steps.

I did get stuck with him at first because I missed the "talk to others" part, even after repeating the dialog. Do look on the map for markers if that its you.

My OP question here was due to picking it up in the Crown Store on a 2nd character. I just dropped it and it seems to be working fine.

Yeah that's what I'm saying, it's a problem with the crown store version of the quest, not the fact that you were doing it on a second character. The quest never updated after talking to the Curator so there were no additional map markers or other objectives in the quest HUD. Dropping the quest and re-starting it by talking to the Curator again fixed it and allowed it to progress to the next step.

Apparently on the first day of the event there was a lot of talk about crown store quest - at first it wasn't available there at all, then it was broken, but the topics dropped down the list as most people moved past the first quest.

I just dropped the quest. I didn't pick it up again on the second alt. Would I have gained something by doing it on other characters?

I just dropped the Crown Store quest right in front of The Curator but he doesn't show as a quest giver.

Make sure it is not the Curator in the Starlit Plaza. The one with the quest is in the Fargrave area instead.

Short answer is "you don't". "Those Who Would Rule" is once per account. You joined a faction, which is an account-wide choice for the duration and the Night's Den is one-per-account.

The other Crown Store starter quests are prologues, usually with a memento reward for completion, and those can be done once per character but the memento only drops once (Cyrodiilic Collections daily in Shadowfen and the Elsweyr Defense Force daily in Grahtwood are the exceptions which come to mind - those are per character). Event starters are also once per character and typically reward one blue or purple coffer.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.

Would you please post a screenshot of his location on the map? I looked everywhere in Fargrave and couldn't find him.

I’m not in game right now, but if you go to the Shambles Wayshrine and start taking that path south that is just below through the tunnel you will see a very narrow pathway to your right that leads up. He is there.

I think it had a glitch where you could get it even though you had already done it on the server. (They say account, but it is not truly "account" since EU and US are separate.)

I didn't see it when I looked later so they may have fixed that.
