Under 50 BG stats - a bug or a feature?

This has been raised several times in the bugs subforum but it seems like it is being completely ignored by ZOS.
When you enter a BG on a character that is below level 50 your stats get absolutely slaughtered. A comparison of stats of a lvl28 character without any allocated CP inside and outside a BG.
Max mag is down by 31.6%
Max health is down by 40%
Max Stam is down by 41.6%
Recoveries are even worse. All are down by >70%
Weapon damage is down by 46%
For some reason crit chance is higher.
And resistance is down by 42%.
When is this finally going to be fixed? Or was this rolled out as a feature that I missed?

✭I went into an under-50 yesterday and wondered why my character only had 11k health and no recovery at all. I don't really BG much at all, so I figured it was supposed to be that way. I hope it is a bug; it's painful running out of stamina after using two abilities and no way to recover before I am dead.0 -
