I've fixed the issue on my end.
Adding the following into the Xbox Games\The Elder Scrolls Online- Tamriel Unlimited\Content\game\client\AppSettings text file unlocked my fps (Currently set to 180 cap)
SET MinFrameTime.2 "0.00555555"
Detailed guide for all:
Head over to where the game is installed (For me it's G:\Xbox Games\The Elder Scrolls Online- Tamriel Unlimited\Content\game\client) and find the text file AppSettings.
You will see 4 entries like this;
SET DepotId "1202"
SET DepotEditable "0"
SET ChannelName "xb1cert"
SET LoadPlatformsFromTitleStorage "1"
Directly under the 4th line, add this line;
SET MinFrameTime.2 "0.00555555"
Edit the value to the desired cap. 0.00555555 is a 180 FPS cap. To find your value, divide 1 by your target framerate cap. For example, to raise the cap to 144 FPS for 144hz monitors, it would be 1 divided by 144 = 0.0083333333333333.
Save the file and voila! Enjoy your uncapped game.

We are testing the pre-release before the June 02, 2026 official release. There is no PTS for this.I find it strange that this was rushed out ahead of schedule in this broken state.

Of course, as zos does not currently allow multiple platform accounts to use the same email address (as far as I know), how would any of this be reconciled?
If the answer to these questions are basically a no, you're stuck with eso+ and crowns on the platform (and therefore account) that you bought them on, then who really is going to use this? Who is it targeted towards? If you have a pc, and you're playing eso, then you obviously already have a pc account.
So, I can't see players wanting to pay for eso+ twice, and pay for usable crowns on two separate platforms from their pc, after all you can only play on one account at a time?

Unfortunate we won't get the fix sooner to verify it is working. I haven't messed with Play Anywhere since then, as it makes it hard to switch between it and the Xbox version without my settings/add-ons sticking.

I did notice something about the image that I could be imagining, but it feels like the actual game looks different on Xbox Play Anywhere vs Xbox Cloud or natively on Xbox. It's like the shaders or colors are different. The image quality is much better than I'm used to on the Cloud since that couldn't utilize the high frame rates and resolution from my monitor. But something about the shading or colors just looks a bit worse. Idk, has anyone else noticed this?
