You must be referring to vengeance.
Prior to the last vengeance against PvP players GH was pop locked 10-12 hours/day and the score was less than 300 points between first and last place. There were queues of over 200 during prime time. Last night, even with most being in the night market, GH was pop locked with a queue of about 40.
So what you appear to be claiming is not borne out by the facts.

probably should explain it a bit more, ive been on the game for over 10 years and noticed the whole spirit of pvp dying, its just ball groups and overall its boring, i meant not the population but the spirit of it. It feels bland.
I've been playing less and just playing offline games because Cyrodiil doesn't offer anything appealing anymore.
If you aren't Warden, DK, or a variation of the one shot builds, you're pretty much going in there to become food for everyone running those builds.
There's no skill element in the slightest anymore with how overbuffed DK is; with how crazy damage is from these one shot builds; with how overbuffed ball groups are relative to non-ball groups; the list goes on.
There's no skill element, and the lack of a skill element does something worse: it removes a chaos element.
Vengeance is bad to a lot of players because it lacks a chaos element that can equalize things beyond numbers.
Well guess what? Gray Host on PC NA? PC EU? It's the same exact thing as Vengeance in that regard, except you can run unbalanced builds that give you a massive advantage versus those that either don't know about those builds or are not willing to run them.
And we're not talking about the well-known META builds. We're talking about those ones that aren't known and perform way better than the META does and are kept quiet about. The secret sauce hidden beneath the extra cheese on that cheese pizza.
To me, there isn't any difference between Gray Host and Vengeance at this point except one has less population. Both are not a skill-based environment and what's happening in PvP spaces cannot be called PvP with what we have on live.
Of course, since this is a forum, they'll be many to disagree and that's fine. Disagree all you want, but the results of the direction of this game and what they have done to PvP with these mythics, arbitrary half-measures and restrictions to "nerf" ball groups, DK changes, future changes, etc. are going to still show.
They will definitely lead to a reduction in players in PvP for sure. How do I know? Because they've already lead to a reduction of me and my family. I never said how many people would be reduced or whether the trend would move only in one direction over all time did I?
