The problem is that you might get "more damage", but all your other abilities and buffs eventually run out and you're unable to refresh them, which constitutes a serious drop in DPS.

EDIT: I'll elaborate - I have the Bear as my ultimate ON ALL my characters through subclassing. Why? Because I never activate ultimate. I don't want to activate the ultimate ability, I want it to be passive. The bear is the only permanent passive ultimate. Don't change it.
