One thing should not be removed or added because of different bug. There was a try to fix warden charm, it is not successful yet, but it doesn't mean entire porting mechanic should be now changed because of it, no, but warden charm should be fixed. Solve the problem, not try to find a workaround.
You know, if someone is invisible, they can move very abruptly and when I approach that player from a distance, they can teleport several meters because coordinates were not updated because of slight ping, so I can end up approaching them in the wrong place and they end up escaping. Let's remove invisibility then. It would remove the problem.
This actually goes against what the "abuse" is.Limit should be raised to 1k telvar, and they need to fix being able to port to no-cp IC. This is mandatory to protect the integrity of the telvar system. For years now every single person who farms telvar has abused the queue system to do it risk-free, disappearing from the instance within seconds of being attacked or even just seeing another player while they're farming.
You can't port within "seconds", it does take longer than that, even with the addon.
In the upcoming update 50, they've made it so imperial retreat sigils can be used in combat. That is your counterplay option and will allow you to exit IC while in combat regardless of how much telvar you're carrying, just not for free and not while under direct attack from another player.

Then fight with this bug, what IC queue did to you? Leave it alone. If you define warden charm bug as main problem, create topic about that.

Luckily for the time being (until people get that removed next) you should be able to fix this by queueing for the other IC instance.
You can easily glitch people under terrain and inside objects with any knockback/charm skill. Zos cant fix those, but zos needs to give us a working solution to get out of a game breaking bug.
