Is the Treasure Hunter passive bugged?

Ever since the last maintenance, whenever I open simple chests they only contain non-named generic gear and I have even had a few times where all I got was a crafting material. I have experienced this on two accounts and multiple characters. Has anyone else come across this?

indyfan1202Soul ShrivenAre you unlocking the Treasure Chests, or are they already unlocked when you open them? Players often only take the loot they find valuable from Treasure Chests and leave everything else behind, which kinda screws over the next person that comes across the chest.0

Unlocking then myself. It’s not just overland chests, it’s dungeon and trial chests too.0
