Enable chat bubbles by default

I always find it odd that this game has the chat bubbles off by default and for unknown players on by default.
Isn't this an mmo?
I had many instances where I would talk to players but they didn't even see it because there chat window was too busy and bubbles were off by default.
Maybe you can change that? This would push the mmo factor a lot. And of course people can opt out any time.

✭It's Elder Scrolls. Lots of people are here for immersion.
That is also the reason why ability bars, damage numbers and health bars hide automatically when not in combat.
I know a lot people even disable zone or chat all together sometimes if they are questing.
Opt in is better for those who want this stuff.
