"The latest game launch has failed" ESO suddenly unplayable

I have been playing ESO for years through Steam on my Mac. On Friday I got this message and get it everytime I try to login:

"The latest game launch has failed. This can be caused by corrupted files. Repairing your game installation could fix this."

My machine:
Apple M3 Pro
OS Sequoia 15.7.4

What I've tried:
- restarting
- updating OS, Steam and ESO
- repairing the launcher - multiple times
- clearing the cache
- deleting the Shadow cache file
- deleting addons folder
- removed and reinstalled ESO
- removed and reinstalled Steam (deleted all files except steamapps)
- created ticket for ESO with no response

What could I possibly try next? I didn't do anything between playing on Thursday and trying to play on Friday. I haven't been able to play for a week and missing my favorite event :(

    Try deleting the UserSettings.txt file. On non-Steam installations, it's usually located here:

    '/Documents/Elder Scrolls Online/live/UserSettings.txt'

    It should have been removed during the ESO uninstall anyway, but who knows. I've seen lots of instances where this file prevented ESO from starting.

    I can't even reinstall the game RIP ESO.
