Re rolls are yielding the same results.

I hope this is a bug and not intended.
I had 11 rerolls (or close to it.) I used one to get rid of the same cloth resource that I have had since the start of this season. I had to use two more to get rid of a kill a WB that is over my rating. The remaining rolls were used to change GROUP challenges to SOLO changes. The same challenge kept returning. I did not want to do PvP and I do NOT want to do group content.
The options were group dungeon, Trial, or PvP. Everything was coming up group content. Now, I have no rerolls left and the final answer was take a keep in Cyrodiil.
I do not want to do PvP. I am stuck with one challenge that will NEVER be completed. This should not happen.
The same challenge should not keep reappearing. This happened last week as well, but I managed to roll out of it after three rolls. 7 rolls burned on trying to move away from Tials and PvP and I still ended with PvP
