Dynamic Encounters (Currently on PTS), Favors (Currently on PTS), Rumors (Coming later this year), Sages Vault (coming later this year) and our events are aimed to give more things to do. We are trying to find a right balance for events, since we have heard feedback around having too many.
It sounds like you are looking for more things for players to do based on their agency, rather than activities we have set up in-game. But please correct me if I am wrong. Just trying to make sure the request is understood.
Is there something you are looking for in particular? Like some examples from other games you have played would be helpful. Just so we can send things to the right places.
I agree that the event schedule feels rather full and often occupies a lot of my game time that I'd rather use for something else in game, like replaying older chapter questlines.
But I think adding more activities to the world - without any obligation in participating in them - wouldn't be bad.
One suggestion I've seen coming up several times was actually making playable versions of those game table furnishings that are already in game. For example these two:

Apart from making the craftable furnishings interactible, adding a few of them to taverns for public use could be a good idea. No high priority, of course, but if enough people are interested in it, why not?!
Generally, I think that player housing could need more things to do there, apart from just decorating and crafting. Perhaps harvestable plants for alchemy and cooking.

Guild Wars 2 is IMO your closest competitor. There's a lot of similar design principles, but their execution is vastly different.Like some examples from other games you have played would be helpful. Just so we can send things to the right places.

While we're at it: I think the guards need new wanted posters - I've already stolen several each of all currently available onesHow about adding a few more, perhaps of specific characters/villains from different zone stories? At least if it makes sense lore-wise, of course.

Honestly? There is never a shortage of stuff to do and it's often quite the opposite (too much that wants doing in the little time available). Sacrificing random NPCs to Daedric Princes sounds more like a role-play thing, but there is no practical difference between that and sticking them with the Blade of Woe when no one is looking. Plus they'll respawn in a few minutes so you can do it again. These NPCs just really refuse to stay in Aetherius or Oblivion or wherever.
As for businesses, I have that already. I turn a tidy profit off of trading and crafting, so I'm not sure what a system like that could add.
All systems or activities will become stale given enough time. There isn't a guard against that. There also aren't any universally appealing rewards. What makes a worthwhile reward differs greatly between players. Adding things you 'have' to do isn't a solution, as it just creates burnout and bitterness. I eventually had to start ignoring events, even ones I used to like, because I was tired of the constant stream of them. I've only lasted playing ESO for 10+ years because... I don't play it constantly.
There are two things that make me keep playing games, and none of them are rewards:
(1) Choices that actually have an impact (slightly different lines of dialogue don't count)
(2) Building things... not decorating... building.
One of my favorite quest-lines in ESO is actually the Coldharbor one, where you see the Hollow City fill out with people based on how you've completed the quests in the zone. One of my favorite activities is housing (often on the PTS where I'm unconstrained).
A piece of gear or some gold or whatever isn't going to push me to do something that I don't already want to do. Those things aren't driving forces but bonuses. Just because a repetitive daily quest has "fun" rewards doesn't make that activity fun. It makes it a chore. Activities need to stand on their own.
Side note: I'd love to see more work put into the housing system. Not just adding more furniture or trinkets, but the system and what we're able to build and automate with it. Let us create living systems and build (not just decorate). I love games like Fallout 4, Minecraft, No Man's Sky, Astroneer... and really ESO's system is already well on it's way to being very good.

- New Game+/Quest Reset Shrine/Worldstate Toggle-a lot of other mmos offer this and I have posted at length about wanting to see old quest zones or do a refresher on them on my main or a character who has unique race/class/etc dialogue options.
- Screenshot/Cinematic Mode-Infinity Nikki ruined other games for me in this regard with it's gorgeous and easy to use screenshot support mode that offers great camera controls (more zoom in/out and camera height adjustment options), day/night/weather cycle changes/adjustments, lighting adjustments, the ability to hide npcs and other players when taking screenshots, the ability to pause an animated pose/emote mid action to not guess on hitting that perfect screenshot moment, and ways to share fashion/outfit presaves/strings with other players so they can quickly copy them and use them too. Would be huge for the fashion/rp community.
- Mount fashion-Diablo 4's stable letting you swap saddles for mounts of a same type (ie horse for horse) and giving you trophies (cosmetic bags, flags, tokens, and other items that can adorn your mount) could be an awesome and natural addition to eso's awesome fashion systems in game and give us new opportunities to customize our characters.
- More interactions with animals and critters in the world including our noncombat pets-many games could reference for this but it would be cool to do emotes with pets or mounts or even more of the domesticated animals around the world.
- Swimming underwater-I've been disappointed since beta we couldn't swim underwater and hope it gets added eventually.
I really like a lot of the upcoming things this year-favors, rumors, sage's vault, naval battles, etc and would also like to see more explorations of adventuring in different terrains and their hazards and excitement, so I hope there is more of that planned too.
