Swift-Winds Sailor Costume Parity?

I'm just trying to figure something out, as to why you have the in-game player version of the Swift-Winds Sailor costume not have a chest wrap for female models as evident by the attached photos, but then when you use that very same costume on one of the new Night Market Faction leaders, she clearly has one to cover herself up.

Because in-game, the female player models and companions don't have one. So did someone not get a memo, or what?

Just trying to find an answer for the lack of parity between the two.

I think it's a custom variant made specifically for that NPC to show an amputated forearm.

Fallout 4 has an hidden outfit for Proctor Ingram that appears as a normal Brotherhood of Steel jumpsuit, but while she is in Power Armor, her appearance changes to show her amputated legs.

The whole point of the Costume is to showcase nudity. It could be anything, the shirt without a chest wrap frames the body in such a way to draw your eyes to the bare chest. When looking at someone wearing that dress, you are drawn to the dress itself, not the body. The body frames the dress. Not so with the Sailor outfit, the body itself is the focal point framed by the shirt, you could have any arrangement of clothes and achieve the same effect. The whole point of the opened blouse like that for a women, is plain and simple, a statement to say look at my ***. If it weren't, they would be the same. The difference here is the amputated arm, the statement they seem to want to make is look at my missing arm, not my ***.

You don't need to change the outfit to do that. Sotha-sil notwithstanding, this would be the first amputated NPC in ESO, to my knowledge yeah? That in and of itself is all the difference you need. That wouldn't require the addition of the chest wrap. So why the difference?

I like her version better just because the top looks glued on to the breasts in the player version. It doesn't showcase the girls as naturally as that beautiful wedding gown did.

Yeah, as much as I like a revealing outfit, something just doesn't look quite right about it. I don't think the graphics are capable of doing something like this justice.

I'm not sure why we're nit picking this at all.

Just like in the real world, if you don't like the outfit - don't buy it, and if someone is wearing it; don't look at them if it's just too much for you.

Acknowledge not everyone agrees with your point of view; nothing more to be done with it.

It would've looked okay with the top underneath, but I can't imagine paying for a costume that shows such a lack of knowledge of clothing and the female body. It's not even about taste, that's just badly designed and stupid. Even the shirt with the bra top underneath isn't sitting right and looks glued on.

It could have been kept sexy with a cord loosely holding the top together like it was hastily repaired with a scrap of cord. That would get rid of the glued-on stupidity, add some fun and mischief as well as sexy, but it doesn't look idiotic or like it's purely designed to show boobies lol.
