What is the fixed location for Scout Gunthe?

I am trying to follow the quests on Chronological order and like the whole prologue quest being given by an NPC, never liked getting them from the Crown Store.
I asked Gemini but gave me locations where I cannot find him at all, and no one in game knows. Was he totally removed?
I know I can talk to Lyris but I am stubborn(and Lyris talks as if you had spoken to the scout)
Is there any sort of list of where they fixed their locations(Like, I found Anais Davaux, who gives you the prologue for Elsweyr, outside the Inn at Rawl Kha, and Jakarn is standing by a fountain and so on)

This was to stop having a hoard of NPCs chasing the player around in cities and confusing new players with prologue quests. Do you remember which update changed this? One of my newer characters keeps running into prologue quest givers in banks and guild halls, so it seems like it's not 100% universally the case.
@Hygiliack - other than bumping into Lyris in Riften, you can also grab any prologue starting quest for free from the Crown Store. They have their own separate tab there.

I had a guy chase me down all over high isle. I'd walk right past him and he'd just reappear up the road a ways. It's comical but also annoying. Good change but wish it'd do a bit more.

Regular quest givers for prologues are still there. This is about a specific npc and a specific update to them.
