[Suggestion] Normalize Stats For Everyone In <50 Battlegrounds To Benefit New Players

Problem: the recent changes to <50 battlegrounds has turbo nerfed all recovery stats to almost 0, which may have been intended to improve new player experience, however, new players will not know this or know how to prioritize and stack passives, set bonuses, and jewelry traits to adapt to the extremely low recovery stats. Experienced will and already have adapted. The result is that now not only do new players get stomped in <50 battlegrounds, but they're unable to even cast abilities, roll dodge, bash, or break free from cc, resulting in an even more negative experience.

Solution: Increase the nerf to all recovery stat bonuses even more, BUT add a non-nerfed baseline recovery for all regardless of level/buffs/classes/races/etc. This will normalize the recovery stat distribution in <50 battlegrounds, ensuring that all players are able to engage with basic mechanics and cast abilities, reducing the advantage veteran players have over new players.

Potential Problem In Response To Such Changes: Veteran players may then switch back to stacking weapon/spell damage or other offensive stat bonuses. So I wouldn't just apply this change to recovery for <50 battlegrounds, I would expand it to all stat bonuses. Nerf all bonuses by like 80%, and give all stats a baseline amount, significantly reducing the advantage veteran players may gain over new players, and by doing that, you'll improve new player experience in <50 battlegrounds.

    Yeah. Currently they're nerfed and there is no baseline. I calculated you would need to survive about 50 seconds just to regenerate enough stamina to do a single break free in the current <50 battlegrounds unless you primarily stack passives/get recovery traits. It's pretty rough for new players, and the veteran players that adapt their builds for recovery just steamroll them.
