Not everyone loves Naryu, so I would hope any Morag Tong content wouldn't be just a showcase for the one npc. I do think it could be an interesting addition to the various guilds/organizations in game. From what I understand, Morag Tong writs are very specific and restrictive, so that could be a different kind of quest--where you can only deal with the name(s) on the writ.

I fully agree. I don't like Naryu either (same issue as @Malyore mentioned: the flirting attempts get on my nerves) and hope if more Morag Tong content gets added, it won't just be a Naryu-focused story. And no, making it about Ashur instead wouldn't be interesting for me either.
I generally prefer stories that aren't so singlemindedly focused on one npc (sure, having a specific npc around is fine, also if they want to give them some optional romance content - but it shouldn't be the only focus of the whole story). I know they somehow have set up their predefined roster of "fan favorites", but while they have fans, they don't appeal to everyone, and focusing stories too much on them as characters instead of a greater topic will make it potentially very boring for everyone who isn't particularly interested in these characters.
As for adding factions, I think a lot could still be done in ESO, in particular for Morrowind. I also hope we can join the Great Houses one day.
