Will Tome upgrades be available to buy directly from the official ESO website and Steam?

Discussed in a few threads, a lot of people are having trouble with the in-game overlay etc. I was surprised that it was not possible to buy the Season's Tomes upgrades directly from the ESO website and Steam, and would like to have the option for future Seasons.
If content is paid, then the payment should at least be hurdle-free.

Personally I was a little bit interested in Season 0 only for the dual-rider spider mount, if it would be unlocked for both NA and EU. But I'm nowhere near interested enough to want to troubleshoot a payment.

i play on mac exclusively, and through steam, the overlay of which has been broken for years. i literally couldn’t buy a tome upgrade even if i wanted to lol.1
