Because you cannot complete IA? Any challenges involving IA have always been worded in terms of Arcs.3 -

✭The Infinite Archive didn't count as Arenas for earlier endeavors, or other events where Arenas rewarded event boxes either.
I think because you can do IA with a partner. "Arena" in this case implies solo, no companion. The Kvatch Arena doesn't count either, despite having Arena in the name.She/They

Where is it officially classified as an arena?
Were it one, it would not be correct of ZOS to have labeled it an “all-new PvE activity” (if it’s an all-new activity, it by definition can’t be an arena, which already existed as a type of activity before IA). It would also be very awkward to use the circumlocution “instanced PvE activity” instead of simply “arena” if that term applied.

Note that sources like UESP, ESO Hub, and Alcast, which do call IA an arena and/or dungeon, are unofficial.
