You're probably right about what they see, but they have 3 months and they have a system for tomes staying around in some form. They could certainly come up with other solutions. Not having points expire is, of course, an obvious one, but even within all these constraints they've created they could do something like: when you first login after tome is closed you get a big popup telling you you have 12 hours to claim what you want before your points get reduced to 2000 and you can't start new tome until then. Would this require additional checks and coding? Yes, but it should be possible to do before the tome ends if they really wanted to. I'm sure there are many other solutions they could come up with and implement in 3 months if they wanted to. If you don't spend all 16K TP that you earned, everything you could have afforded but didn't buy on your unlocked pages will be bought for you, and dumped in your inventory.
If you opened your 2K / cache points, and you end up earning 20K TP on your Challenges, you lose all the TP you bought using Real World money with your ESO+ subscription.
Anything up to 2K TP, regardless of their source, gets moved on to Season 1. The rest is lost.
