Again, I don’t know precisely, but this is how many other season pass games work:
The free and Premium versions of the tome are the same, so if you are earning Points on the free track and then decide a month later to buy Premium, that changes nothing except giving you more things you can buy with the points.
When the season ends, any unspent Points up to 2000 are given to the next Tome and any more are lost. It is therefore a good idea to spend Points before the season ends to get the most value out of them.
Maybe this is me overthinking, but keeping Tomes around permanently sounds problematic. Carry that forward four or five years and a player could potentially have 16 or 20 Tomes hanging around around with unpurchased rewards. One would think that at some point the Premium Tomes would age out or there would be some mechanism to manually remove it after they've purchased the stuff they wanted.

That may well turn out to be true and I have no reason to doubt that it will, but let's pretend that I buy the Premium Tome of Dawn and Dusk (Season Zero). I have no interest in the premium tier Wayshrine Navigation Charts (page 1), the Scribing Pack (page 2), or 20 Crown Fortifying Meals (page 3). The 75 Writ Vouchers and 100 Transmutes (also page 3) aren't horribly interesting, either. I'll take a closer look at how that cost works out in terms of time/effort, but both are very doubtful purchases at this point.
For the free tier, the Major Gold Coast scroll (page 1) and Nirnhoned Research Delivery (page 2) aren't horribly interesting. Nirnhoned might be if it's not bound, but all my characters have researched Nirnhoned on all gear and I'd need to make a new character to make it useful. 300 Tome Points for something any of my existing characters can make isn't appealing and random gear makes Fortified Nirncrux more likely than Potent Nirncrux from deconning, which is also not appealing. The XP scroll will more likely be one of those "if there's nothing else interesting to spend points on" kinds of thing. I can get almost four hours of 100% XP from one Perfect Roe (provisioning passives apply) and 120 Tome points for one-fourth of the effect isn't knocking my socks off.
To be clear, I'm not griping about what's in the Tome. There is some stuff in there that I fully intend to spend Tome Points on, just not all of it. I expect that at least those 5-7 items will remain unpurchased indefinitely. Does the Tome of Dawn and Dusk continue to clutter my UI indefinitely (because permanent) or will I get the option to remove it after I've bought everything that I want to buy from it? It's nagging at the back of my head in the same way that those "can't be abandoned" quests in the journal do.

Yeah, ditto on that. I reviewed the original article and the PTS Patch notes for the most recent cycle and don't see anything about losing Tome Points at the end of a season. I'm currently revisiting the 2026 reveal stream on YouTube, but it's about 45 minutes without any timestamps (-cough-cough-) and that's the only place I can think of where that tidbit might have been mentioned.

What Carries Over and What Doesn't
Tamriel Tome: Expires when the season ends. Purchase a Premium tier to keep it permanently.
Tome Points: Up to 2,000 carry forward. Anything above that is lost at season end.
Tome Point Caches: Never expire. You can hold them unopened across multiple seasons.
Premium Tome Tokens: Do not expire, but can only be redeemed on a Tome that is currently active.
Challenges: Removed when the season ends.

I have always played this game with a goal of increasing my numbers. Gold, achievement points, writ vouchers, AP, sticker book completion, trial scores, etc.
This is a very concerning practice if ZoS is now going to take stuff away from us.
