This patch a change was implemented to imperial city so that you cannot activate a queue to cyrodiil while holding more than 100 telvar. This was done to prevent the abuse that has gone on for years where people would simply activate a queue the moment they saw another player in IC, which would then pull them from imperial city in under 10 seconds making it nearly impossible for them to die and lose their telvar.
However this same patch, zenimax also made it so you can queue for no-cp IC while in CP-IC and vice versa. Before this patch, you could not queue for the other instance of imperial city while already in imperial city. Same for cyrodiil - you couldn't queue for blackreach while already within grey host.
For some reason, they did not apply the 100 telvar limit to queueing for the other instance of IC. That means that this exploit still exists exactly as it did prior to the change implemented with U49.
Whether you think the change was a good one or not, it is undeniably an exploit to be able to farm telvar and instantly teleport away the moment you encounter an enemy player. It was great to finally see this addressed, but it is kind of bewildering that something as obvious as queueing for the other instance of IC would get past QA.
