It's about imperfection, and about accepting damages and flaws as a part of a thing's history. So in a way, yes, it does fit ESO (though perhaps not the way it was intended?).
I still don't know though why my characters would want to walk around looking like a broken tea pot.

Same. Before that anniversary skin was released, I never got the idea that people could consider their character in ESO to have been broken (unless they specifically went for that as headcanon in roleplay - a broken person trying to fight their way back; but the game's writing doesn't depict it like that by default). Sure, our character has died, but resurrected immediately in Coldharbor as a vestige - completely physically restored. And it's not like our character goes through any big physical or emotional crises throughout the chapter stories either, but we're usually the hero who has control over all situations and saves the day.
Your character has literally had their soul ripped from them. If that's not broken I don't know what is lol.
