Snake in the Stars + Draugrkin's Grip // Bug?

Recently built a character for PVP, combining these two sets. With both active the tooltip for Snake in the Stars goes from 1170 Damage to ~1450 as Draugrkin's Grip increases all damage by a flat 330 (slightly less with my purple quality gear). However in Cyrodiil when I use this, Snake in the Stars damage still hits for exactly 1170. I know that proc sets don't trigger proc sets, but I'm not sure Draugrkin is a proc set, and I am confused that the tooltip shows the set dealing more damage. Is this a bug? Or is this a feature I don't know about?

Major_Mangle✭✭✭✭✭Oblivion damage can be visually shown to be "buffed" sometimes (like in tooltip on sets) but unless it's specified, oblivion damage can't be buffed by modifiers such as draugrkin (or other sources like % based modifiers).
