Screen Flickering / Micro-Stutters

Every so often while I'm moving through the world, the screen will temporarily freeze, sometimes accompanied by a brief white flash, before continuing as normal. This also sometimes opens up the chat box if I have it minimized.
I've documented this in a number of overworld zones (Alik'r Desert, Grahtwood etc) and also inside a Sanity's Edge instance.
Initially I thought it might have been an addon issue, but I've since disabled all addons and it still continues to happen.
Only seems to be happening post-update this week - no issues like this previously.
AMD Radeon RX 9070 XT with 26.1.1 drivers (I was originally on 26.2.1 a couple weeks ago but I was experiencing hard freezes/forced PC restarts in other games, so I've since rolled back, and I haven't had a hard freeze or any graphics issues in any other games since then).

skyrimfantasy✭✭✭✭I've been having the same issue. I thought it was Reshade as that kept recompiling every so often so I un and reinstalled it multiple times and finally just left it uninstalled. I'm still getting the freezing/stuttering.0 -
